Absolutely. Aspies typically have trouble initiating things with strangers, and especially with girls they like or have a crush on. However, at the same time, they can form very strong bonds with a few selected people, and in that situation, they are very relaxed and secure.

The shyness might come simply because, around girls, you never know what to do: if you pay them any attention or show the slightest interest, you're a creep and need to get real about your nonexistent chances that they'd give you the time of the day; if you don't, you're a creep and a hypocrite who thinks he can conceal his---obviously unreciprocated---interest, in a dastard attempt to get them interested in you out of spite. To sum up, you can't win.
