She seems to be flirting with you, but she may be a shyer girl that isn't entirely sure how to initiate. Not a bad thing at all. Just talk to her, like you would any other friend so you don't make her too nervous. She seems to want to talk to her, so just do it. Get to know her and see what happens. Just try not to over-think the situation as difficult as this can be sometimes.
