My guess would be that a broader pool of women are having sex with a narrower pool of men. If we imagine that 10% of the women are virgins and 27% of the men are virgins, that probably means that 90% of women are having sex with 73% of men, and some of the men are "double-dipping" at the expense of the 27% who remain virgins. Sexual intercourse doesn't inherently imply exclusivity, so it seems plausible that members of one gender are disproportionately missing out.
It's quite likely that many of those 27% wouldn't likely be involved whether or not some of the men who were "double-dipping" were able to, so it's not at their expense.
Instead some of the women most similar to the men who struggle are still able to occasionally have success even though they may still struggle quite a bit. This might lead to attention from men who are more interested in 'racking up a high score' whereas there's fewer women who approach sex with that mindset.
Similarly I'm willing to bet that MSM are less likely to be proportionally represented within that 27% because that same high score mentality isn't limited to straight men.
Basically it's men being more comfortable with settling when hooking up.
