I certainly wouldn't mind to genetically modify an embryo to make him/her grow into a handsome/beautiful, healthy, NT, smart and tall person - this person will be much happier in life.

Either way, we're far from being able to do that. Screening for and curing defects on single genes - maybe some time soonish. Altering several traits that are influenced by hundreds of genes - even if we had good enough genome editing tools, we'd not be able to predict what side-effects the alterations would come with.

Many people with Downs Syndrome are infertile anyway. While it's problematic if someone with Down's Syndrome has a child, this seems to be very rare.
Humans have been doing it instinctively too - both by abandoning disabled children as well as by not mating with disabled people. Even the problems some autistic men have with getting sex may partly be due to this.

It's not unheard of, but it's not universal and certainly not mandatory. It's at the parent's discretion.

Seeing as how humans screwed-up "pure bred" dogs, I wouldn't trust them to engineer people.

Yes, I do think some criminals and other human scum should be fixed and not allowed to reproduce. When you see the biggest lowlifes like drug addicts and other criminals reproduce, their poor children don't stand a chance. In fact, many die in the most horrific fashions from their lack of care. There should certainly be a standard for human decency and more times than not, these people are not fit to procreate.

While I definitely think there are some people who shouldn't have kids, I don't think it should be legislated. It would be in as much violation of right to choose as trying to restrict abortion.

Exactly I think it needs to be a choice, it is just as wrong to force people not to have children as it is to force them to have them. I mean I could see someone who is a child abuser having it legally mandated that they should not have children but in general no I don't agree with that.

I've actually stopped saying "pro-choice" and "pro-life" because too many people wear those labels on their sleeves, yet don't live up to them.

To be fair it's usually not at the request of the boy who receives the procedure.

I thought us humans learned from that by making incest illegal.
