Smokers can be courteous about it, that choice is up to them. If I'm in someone else's presence, I ask whether or not they would be bothered by the smoke. If they say no, and I start smoking, and the smoke keeps going right to their face, I try to move so that it won't. If they're in my apartment, well, that's a different situation. Even then, if I can tell they are bothered by it, I try to be accommodating.
It all boils down to whether or not one gives a s**t about how their actions affect others. Some do. Others do, but don't always know whether or not something they do will affect others until after they've done it, and then use that information later. Others still, well, everyone else is supposed to look out for their interests for some reason or another, they don't need to look out for anyone's
