So asking for a phone number is code for I want you, and saying yes is accepting a come on? If so this explains an awful lot of ridiculous situations I have been in……….
Seems a bit strange or am I actually being really dense.

It is a rather weird ritual :)

From what I have experienced then yes, asking for and giving a phone number is usually synonymous with the whole flirting séance. I think it is one of those unwritten 'Rules of Social Interacting' that is written with a very small type :/

IMO, maybe and not really. I think you're making too much of the "code" aspect and too little of the administrative aspect. If you're at a party and meet someone who you probably won't run into again soon, if ever, how is that person supposed to get back in touch with you if he wants to? I just don't think it's as significant a gesture as you think it might be.
