I consider it a compliment unless the guy is 90 years old and fat.
Edit: I almost never notice if a guy is checking me out, though. The only time I'll notice is when I'm talking to a guy and he's talking to my breasts. That's obnoxious and NOT a compliment.

it's when its over the top and obnoxious is when you do not appreciate it. Otherwise it is flattering to be noticed in a complimentary way, so I guess it depends on the situation.

Usually I don't even notice that there's a person there. If I do notice a guy staring, I assume its because I'm dressed funny and talking loud and acting strange. Occasionally a friend will tell me "Dude, he's totally checking you out" and I'm like "person? where? That's cool!" and twirl around and dart about, And they say "shhh....don't be obvious" and I'm like "well obviously he was being obvious, and I still don't see anyone anyway what are you talking about?" And they're like "never mind. Now he is just looking at you strangely."

Then, as is typically for when someone gives me a "you are wierd" look I shoot them back a "you are even wierder" look. Its fun.

Most days, I do not even notice as I remain in my own world with my music blaring into my ears and do not look at people.
On the occasions I am aware, people are usually more likely to be looking at me because I dress differently, or have bruises.
The times I caught men leering at me, I hated it and would usually come out with something rude or glare at them... I do not appreciate being looked at like a piece of meat hanging in a shop for selection.
On occasion, when I was in a good mood, I enjoyed being admired, but not if it was outright leering.

I usually never notice and it's pointed out to me. If I do notice, it's because it's obnoxious and usually includes some kind of physical proximity or touching that is inappropriate. In either event I get annoyed. I just generally do not like strangers looking at me. If someone points it out, I always say something in an exasperated tone.
