The first time he was supposed to call me after he gets off work at 3pm to finalize our plans but I didn't hear from him untill 10:00pm, something had came up on his end.

He apologize profusely and asked how he can make it up to me.

Subsquently,he suggested we meet again but he conveniently stopped responding to my text before the plans could be set in stone.
And when I texted him to confirm our plans he never responded.

Then he texted me few days later like nothing had happened. I was fed up with his flakey behavior so I called him out.He didn't respond..we stopped talking and I deleted his number.

However, few days ago I ran into him after 5 months apart. I was in my car waiting on red light then his car stopped beside the lane i was in.

He smiled at me and asked me to roll down my window..but then the light turned green so we had to drive off.

I decided to send him a message on face book to ask what he wanted to say.
He responded and said he just wanted to say "hi"then today he left his number for me to text him.

I'm not sure if it's good idea given how he demonstrated flakiness.
Will he ever change?

Yes, always.

It's a species.

People can change, but it usually comes down to necessity or epiphany. I wouldn't put too much hope in the chance this fella is any different.

Epiphany
An epiphany (from the ancient Greek ἐπιφάνεια, epiphaneia, "manifestation, striking appearance") is an experience of sudden and striking realization. Generally the term is used to describe scientific breakthrough, religious or philosophical discoveries, but it can apply in any situation in which an enlightening realization allows a problem or situation to be understood from a new and deeper perspective. Epiphanies are studied by psychologists and other scholars, particularly those attempting to study the process of innovation. - From Wikipedia

I've dealt with someone similar. I think she's too much of a people pleaser. We went out a couple times several months ago and seemed to hit it off really well. Then things petered out, but I couldn't really tell if she lost interest or thought I did. So I reached out a couple months ago and we started talking again. She expressed excitement at going out again and said she'd "love to" do things we planned, but proceeded to cancel multiple times (she also liked to cancel and then schedule two dates in place of one, out of guilt, I guess). Similar to your guy, she said all the right things, but that was because she was too afraid to just say she wasn't interested; even to the point of not just ignoring me when I contacted her after a period of no contact. But some people are just so used to saying what others want to hear. They're afraid of being a bad person by hurting your feelings with honesty, and don't realize that their phoniness is much shittier.

It doesn't seem very likely he'd change, I mean you can text him if you want...but just don't expect him to actually follow up. I mean if he had profusely apologized then actually made and stuck to plans the next time I'd say give him a chance, but it doesn't seem like it really matters to him so probably not the best relationship material.
