Simple, if you just want to find women who meet that description, not necessarily women who will agree to have sex with you (if that's your point in asking the question) but this advice might still be useful.

Go out in public. Given your age preference, I would suggest near a University where students might be attending lectures (although nowadays this may be less successful depending on the country). Then look around. You will certainly see plenty of apple-shaped young women or with otherwise oddly-shaped bodies, or simply obese, or with very plain faces (trust me what Hollywood considers "plain" is nowhere near plain enough to make a real difference). These women have always been there but they were invisible to you. So now that I have made you aware of their existence, the scales will fall from your eyes and you will see them.

TBH if you want to hook up I'm certain many are on OKC hoping someone will give them a go. Probably far fewer on Tinder. However please be aware that I am giving a direct answer to your question, not necessarily the implied request to help you hook up with women who meet your criteria.

Most girls have first time sex at an age between 16 and 18. I guess you'll have to look for a yonger one who has a crush on you.

While it would be interesting to review any vetted statistics that support your claim, it would not surprise me if your claim was true. After The Pill was made legal for contraception in 1960, it seems that "a lot" of girls my age were gaining in sexual experience well before high school graduation.

Of course, I have only female rumor-mongering and male bragging to support my assumptions; but again, it would not surprise me to learn that those assumptions are valid.
