Is it an unreasonable request for a female to want to e-mail for several months, to get aquanted, before she wants to meet you?
Subjective. In my opinion, no.

Should she send the first e-mail?
Not likely that I would, so yes.

If you don't have interest in her, can you prosecute her criminally for sending an e-mail to you?
People have sued over less, and people have been laughed out of court. (Even if they
did manage to win.)

How many times before you legally can prosecute?
See everyone else's response: The action taken would be to block her. If she does it from a new e-mail address once you block an old one,
then you might consider other means of making her stop. Don't know if there's any legal action that can be taken that would be similar to a restraining order but for the internet. Probably not. I'm not an expert. Also likely that someone would say "Stop sending me e-mails," then block, then consider taking other forms of action.
