Basically, live in Finland several years, speak Finnish, earn your own money, don't do crimes, and you are eligible to apply

Finnish, like its next of kin Hungarian, is a notoriously difficult language to learn. To be honest, if I could get a job/benefits/housing over there, I'd seriously consider learning the language (I'm something of a linguistic savant) and moving, but I know that in the event, I'd end up living on the streets.

In India there is essentially no concept of personal space...

This picture makes me want to die.
I can't even imagine dealing with that closeness. What do autistic people do in such cultures?

My Norwegian family communicates very well with grunts! You can put a lot of information into a properly intoned hmmpf! :D

I agree and don't know the answer. I have a really hard time not rolling my eyes back in my head and squirming when people try to engage in small talk.

Whereas again, friends who have been America say that the cashier will usually make small talk with you. I guess it's just a cultural thing really. Small talk isn't a necessity, but it can make social interactions easier if you can master the art.
It's regional.
Northeast - Outwardly polite, but terse and businesslike, especially in cities.
Midwest - Some small talk happens, but both parties know that it's just politeness.
South - Long conversations of small talk, business is borderline secondary.
Florida cities - Strange mishmash of friendliness and terseness.
Rest of US - (not sure)

Northwest - Outwardly polite, but passive aggressive if someone is not in agreement.

I think there are regional differences inside Finland, too. My experience is that small talk is more common in smaller places than in Helsinki. But you will probably never see it as a foreigner because most Finns don't talk to foreigners without a specific reason in any part of the country. So basically you're safe in Finland :D

*sigh*

I'll be right there! :D

I assume both spectrumites and all introverts go absolutely nuts there. Anyone with a concept of personal space too.

There is a comic called Finnish Nightmares that tells a lot about Finnish people.

Those are funny, I can relate to most of them. #1, #7, #18, #49 are a little to close to home and gave me anxiety...
