A friend that i want to hangout with...but...
we both like dungeons and Dragons/role playing games in general. but when we play...he is a rule monger(follows the rules with no creativity at all in a game where its all about creativity) and i do wnt to hangout/play rpg's but its just not that fun...any help/suggestions?

Well, there are a couple options that I can see.
1) Switch games to an RPG with fewer rules. Like Paranoia, perhaps.
2) The core D&D rulebook usually has "rule #1" in the first couple pages: Throw out any of these rules if they're getting in the way of the fun. Follow that one above all the others.
Overall, knowing the rules of the game is very handy. It saves time when you want to look up how to handle falling damage or some such thing that doesn't get used too often. I've never had the rules get in the way of the game though, so I'm not sure exactly how it's causing you an issue.
A decent rpg session really needs more than 2 people playing. Enough people interacting keeps a rules lawyer from bogging down the game, even if he's the DM. I know it's harder and harder to find paper and pencil players nowadays, but see if you can. Craigslist might be a good place to put an ad.
