What does it mean when....

Somebody you know glances your way then quickly looks down? Is that fear or what is it?

It means that they've seen you but probably don't want to talk to you or anything, maybe they are preoccupied, or didn't see you (maybe they think you didn't see them).
If you've seen him and he's seen you and he's staring at the ground or far in to the distance then it probably means that they don't want to talk to you and they hope you won't notice them.
You could call it fear, but i think anxiety describes it better.

It really depends on the person. I usually take it as shyness, they want to talk to you, but are too afraid to come over and talk. If it's a person of the opposite sex, it could mean they feel some kind of affection towards you.
