Is it necessary to make complete sense when saying something in a conversation?

It seems it is more important to say something even if it doesn't make complete sense rather than say nothing?

Is this right?

You want to have some relevancy, but yeah, say something.

For example:

"How are you?"
"Good." (seems like this is all you need but if you add...) "It's gorgeous weather this morning. It makes me want to go fishing." (which is completely irrelevant and unnecessary and, to a certain extent it might not even be true BUT it makes the other person feel that you like and accept them.)

Its good to have relevancy in conversations. Imagine that drugged out homeless person randomly babbling to people on the streets. Most people see that as very weird, their most likely babbling nonsense. Id say its better to say something relavent then something irrelevent. It doesnt have to be 100% relevant. If you cant think of anything to say, at least look engaged.
