Well, now that you've provided more detail,
I see this situation in a different light.
Many people are taught not to talk to strangers.
Maybe the lady who ignored you was suspicious of you
and wondered why you were asking her a question about where she was going.
Her looking at you might have meant,
"It's none of your business where I'm going, so I'm not going to talk to you."
Maybe years ago people were more open to friendly small talk in public ...
Now people seem more afraid of each other.
It's a sad world.
