True shyness vs false shyness

Can you people explain to me how you spot the difference between these two? I see shy people when I'm in public but I sometimes wonder if they're really shy or just trying to avoid contact with me.

I think that no-one wants to respond due to their shyness. =P
To be honest, I think if they force it or put it on, you can tell better.
