here one thing I learned. what the difference between a someone with real out of control anger issues and a person
who use anger to control and bully people.

the control type can switch off their behavior. I watching a show , and this person was upset at another person, the person was screaming, attacking,
cussing but the moment the police showed, the person suddenly just stop and was all calm.

these control type, would be screaming on the top of their lung, face would be red, just insults, making their victims cry, but once a police shows up,
or someone alot bigger or stronger comes around, then they just become calm, cowards I say.

people with real out of control anger issues (many times suffer from mental illness or drug abuse) would not stop their anger outburst,
even if cops arrive or if some bigger shows up. they would continue their anger outburst.

Yes, that is a valuable insight. I absolutely abhor it when people who use anger to control.

In my opinion;
Using anger to control other people = criminal behavior

Unable to control violent outbursts against other people = criminally insane behavior

Recently someone attacked me verbally on the street, yelling, threatening, etc. I stood there silently and just slowly took out my camera and photographed him and his (illegally unleashed) dogs. He went from (simulated, of course) impossible-to-control anger to a sheep in 1 second.
