Is it a normal behavior? (Not showing up)

I'm trying to make friends so I'm trying to invite people to do activities, this is very difficult to me but I'm afraid to be alone all times. There this guy at university who is very friendly and he invite me to the cinema a few times and he is nice. I invited to my place a few times so we could watch a movie or eat something, he sometimes came, sometimes he say he will came and don't show up, sometimes he came very late.

Is it normal? Is he just messy or he may not like me/to meet me actually?? should I tell him that this annoys me??

University might just be a busy time. But it is likely he enjoys your company since he invites you to so many places. Overthinking it I don't believe will cause much good. So in my honest inexperienced opinion just go with the flow.
