Because they are. Or were, at least. While Cradle of Filth push the boundaries of the black metal genre (which isn't really saying a whole lot), many of their early songs are undeniably black metal.

A few things most black metal bands seem to have in common is their ideology, black metal is consistently antichristian and many bands incorporate mythological (particularly Norse) themes into their lyrics. Black metal is also raw and minimalistic often with only one guitarist playing in standard tuning. Facepaint, leather, spikes, and illegible logos with horizontal symmetry are always to be expected.
