I think he's 69 years old. He looked so young in the mid-sixties.

On YouTube, there is a concert with the Who from 1964. This was BEFORE they were the High Numbers.

They became the High Numbers because that was Mod term for being cool, and the record company wanted to sell records. You were quite cool if you were a "high number." They sold very few records as the High Number. Soon, they became the Who again.

You should also see the promo video for "I Can't Explain," which was done in early 1965, I believe.
