I should think that your objectives are within your reach.
Glitch hop appears to be made primarily out of audio samples of glitches combined with analogue synths (or samples of analogue synths). I have also read on the wikipedia that some glitch hop now also incorporates the bass lines and sounds from dubstep and d'n'b.
Now, there are a number of ways that you can write glitch hop, although i would say that the two main methods are to either use a standalone Music Production Center (MPC's) as made by Akai (and as used by many hip hop artists).
These come in a number of forms and basically incorporate a hardware (or ipad) based sampler with a hardware (or ipad) sequencer that is used to program or play the tracks. When i say play, some of these MPC's also incorporate some method of playing, triggering and recording your sound samples over time.

Another approach, and probably the best way to start writing your own tracks would be to use a computer based music program. The main music programs for computers are called Digital Audio Workstation and these days usually incorporate a place to record live audio (from microphones and live guitars etc) and midi info from external hardware synths / audio samplers or virtual midi instruments (again samplers and synths).
Some examples of DAWs are Apple Logic Pro (mac os x only), Propellerhead Reason, Presonus Studio One, Steinberg Cubase, MOTU Digital Performer, Ableton Live and Avid Pro tools.
Although if you are just starting, it may be worth using a simpler DAW such as Apple GarageBand.
There are also other programs that you can write your glitch hop in which aren't as complicated and perhaps a bit easier and cheaper to start with.
Image-Line FL Studio (fruity loops) is a really popular program that you can use to learn. You can start with a simple version and upgrade once you have worked out the basics.
There are quiet a few tutorials on how to use each of these programs as well as explanations of each core concept.
Loads of people started with Fruity loops and some pro artists even made a living using this app to release their records. Good for dropping samples and loops. But also can be upgraded to a bigger more full featured app.
If I were you i would research each of these apps on the internet and where possible download a demo of the app.
So you can check out each app to see if you like the way it works
We are all different however i probably would recommend apple garage band and fruity loops to start with.
There are loads of pay for courses on line now where you can learn the basics of how to write each specific style.
There are also some software apps that are completely free.
