I don't think we stand a chance. China buys whatever they want and our politicians let them. USA buys resources and dictates the price. We're ~40M ppl against your 350M and China's 1.xB ppl. Canada is a prime place to be to ride out the climate crisis.. so, whoever comes with the most cash &/or biggest guns will take all the marbles.
