I have a profile picture, but it's not showing up, DO you have to be a certain rank or something?

The "Profile"/"Edit avatar" specifies:

+=>Maximum dimensions
+=>- width: 130 pixels
+=>- height: 160 pixels
+=>- file size: 3719.87 KiB

Is the picture you want to use within those constraints?
