What are strategies to manage social ambivalence, exclusion.

Ok so it's getting to be really annoying and I think it is
a combination of cliquey culture and xenophobia,
but there is definitely a pattern of complete lack of interest in any events I suggest to
people in this country. Even arranging a simple dinner meeting is like pulling teeth.

eg :
- arranging a dinner with a person took like a month
- trying to organise an event at the library met with no response, had to force myself into the administrators office in person to get a response.
- trying to get my entitled language classes met with no response, delayed for months.
- a girl I was dating disappeared for 3 months because of a minor conflict, then reappeared and expected everything to be the same.

I feel like my time, or indeed my self is not respected by other people here.
How is it that "everyone is busy".
Why do I have to always initiate the interaction?
Is everyone treating this as a "power play" - you came to me so I don't care about you kind of thing?

This sucks.

my own ideas:
- manage alone
- seek different circles
- be consistent
- meet through consistent shared interest activities

Ultimately a broadly flaky environment cannot be controlled by you alone,
and can result in a feedback loop of mistrust. If you cannot leave the environment,
you should try to build a small stable environment locally.
