There was a time when Chinese were over-reproducing

I think it would be more accurate to say China believed that they were over-reproducing, rather than that China was over-reproducing.

In hindsight the efforts China took to reduce population growth probably weren't needed, although it might be unfair to expect them to realize this at the time.

Not really, they were over reproducing in the period after they solved the issues related to famine. The reason they're hs:they problems now is because they managed to change the culture so people aren't even interested in having the little over 2 children per couple to maintain the population. This is unlikely to have happened so soon without the efforts to reduce the population growth.

Yes, I think the big difference now is that we know that childhood mortality rates and economic security were significant driving factors behind having large numbers of kids. And with both India and China progressing, I may live to see the first decline in world population in centuries.

Also, in some parts of the world, people still rely upon their children to support them in old age. The more children, the more likely it will be that at least one of them will strike it rich, or at least bring in enough of an income to support you.

In China, I think that it is still customary for people at least to give money to their parents. But, public pensions have reduced the direness of the necessity.
