Kaiser Wilhelm II of Germany.

He was a very intelligent young man, and despite popular opinion he tried to keep the peace in Europe, he did the willy and nicky telegrams and he said he wanted 25 more years of peace. He did some nice things as well such as helping the town of Alesund in Norway (A place where he vacationed) and financed the reconstruction after a wildfire struck.

He is proof you don't need to be born into royalty, to become royalty or to become a monarch, as he was originally from a landowning family and became prime minister and than president of Albania, he than made himself king, and unfortunately his monarchy was abolished due to Mussolini's invasion of Albania, and he allowed Jewish refugees to move to Albania from Nazi Germany to escape persecution in 1938.
