In linguistics, the w sound in words like war, woot, and wascal is considered to be a semivowel. A semivowel is midway between being a consonant and true vowel. Actually, there is a continuum (or spectrum, if you like
) between consonant and vowel. Consonants with strong contact between the tongue and other parts of the mouth, obstructing the air flow most, are most strongly consonants. (See Sonority hierarchy.)
Some consonants are capable of acting as the nucleus of a syllable instead of a vowel! In English these consonants are /r/, /l/, /m/, and /n/: color, table, mitten, forum.

I don't think I implied that we should discriminate against a smaller minority, but rather that no minorities (this minority being larger than a lot of them, consisting of about 13% of the total population) should be discriminated against.
Okay, duncvis, I accept your logic that "W" is a vowel in Welsh. I was also doing some research of my own and realized that "w" can be combined with another vowel usually "o" or "u" into a vowel cluster. Heh, in the word "vowel", the "W" functions both as a partial consnant and a vowel at the same time. Funny thing...
