Doubt it. It takes at least a month for symptoms to appear. Sometimes much longer than that... although that applies to sexually active adults. No idea how a kid would react, but there's no way symptoms would appear overnight.

It was probably an alergic reaction.

Yes, the kid could have gotten an infection of some sort, but it won't be apparent for some time. He will need to be tested 1-2 months after exposure, and again after about 6 months. Then if tests are negative they can relax.

Why would a kid have a condom in their mouth? How old is the kid? If they're at least 6yrs old, I think the guardian should be looked at.

Eh...

I'm kinda twitching over it myself. Depending on the age of the child, it doesn't surprise me, but it is still disgusting and disturbing about how things like this can go unnoticed until something happens.

My first reaction was to suspect an allergic reation to the latex.

Upon rereading, I see that the fever and blisters were a secondary reaction, so it is also possible that it was an ingestion infection--but that could just as easily be from a pathogen on the floor or in the garbage can as on the previous (ahem) occupant.

The odds are entirely irrelevant if that is, in fact, what the parties were doing. Medicine is about dealing with the patient in front of you, not the statistically likely patient.
