I have narrowed my list of options for a major down to a few.

a) Political science a.k.a. Useless
b) Music a.k.a. Useless
c) Theology a.k.a. Useless
d) Philosophy a.k.a. Useless

Seeing as how no one is looking for a full-time philosopher, I'm not going into ministry, I suck at music, and poly-sci is almost completely useless, is university a waste of time and money for me?

My real concern are job outlooks and growth, career opportunities for people in degrees in these fields, among other specifics.

There is often little relationship between a person's degree and their career. I know lots of people with music degrees who became computer programmers. What's important is having a degree. It shows that you are trainable.

Though it would make more competition for me. . .how about Graphic?CG Arts? There are a number of applications for such training-advertising, gaming, cartoon/animation, etc. And it is a growing industry. Just consider it.

Well, you could look at degrees that pay better or you could just select something that will enrich your life and go off of that. College tends to be beneficial in terms of jobs and you could even double major or get a minor if you want to benefit off of a loved field and a job getting field. I think this link might have some benefit for making your decision.

Hopefully my nonsense about this issue helps.
