Im looking for the best programming language to make widgets, utility aplications and how to make an operating system. Would anybody know of any links, tutorials or language downloads that may come of use? Because i read in another topic that said that visual basic wasnt the best language to make executable apps.

Microsoft's Visual Studio is probably the best set of programming languages if you are developing for Windows or Xbox 360 platforms. There's 3 different languages in Visual Studio, being BASIC, C++, and C#.

C# is about the most powerful of the 3, and is the only one you can use for making things on 360.

And they all have Express (Free) versions that have all of the features as the retail versions except some of the more advanced features.

If you want to make visually appealing applications, windows isn't your best bet. It's infamous for poor interface decisions. For instance, I had a Windows Mobile Smartphone at one point and the "OK" button actually meant "cancel." Needless to say, I quickly got rid of the darned thing.

Mac OS X has a lot of eye candy:

Short answer: No, unless you are going to emulate the operating system. But, if you want to program with OS X then you'll need a mac machine, sorry :\.
