Unfortunately, when individuals choose to design their own, they tend to neglect basic architectural features mandatory in commercially-built units/structures. Had he owned a commercially-built bunker, I'd say the best shot at entering from the outside would be to unbolt the blast door/ blast hatch (Panzertür/ Panzerdeckel). These are bolted in place around a reinforced steel frame (Swiss bunkers only have the blast hatch constructed in this manner - the blast door can be separated from the locking bolts by unbolting them from either the inside or outside). The blast hatch is used as an emergency escape when the main entrance is obstructed. In the event that an individual cannot open the door, there are self-rescue tools that allow the door to be unbolted from the inside. If these fail, rescue workers can unbolt the door from the frame by excavating the soil around the emergency exit and remove the bolts anchoring the door frame into the reinforced concrete. Being a structure he built himself, these features are not likely to exist, thus making it even more difficult for law enforcement to intervene.
