Is it possible that this soldier might have had personal enemies. It does happen sometimes.

The victim may have been a serving soldier, there is a barracks near by. He was wearing a help for heroes t-shirt, military charity.
Two men tried to run him over, then hacked him to death in the street shouting "allah akbar"
Subsequently shot by police.

The attackers were shouting "allahu akbar" and made explicitly political statements to bystanders on video.

The first two lines were sarcastic.

The third was referencing a Qu'ranic verse in which Allah tells His followers to take over the world - in His name.
