Since your situation is of utmost importance, document what occurred. If you can take a screen-shot or print-out that screen, even better. Now contact the IT department at that university. Oftentimes IT can and will convene with the administration on your behalf in the event of an IT complication that is outside of your control. Anyhow, all the best with your application.
