What does this phrase mean on a subpoena?

It says, herein fail not under law, you will serve 20 days in said county jail or a 300 dollar fine.

It sounds as if the person receiving the subpoena must do what it says, appear as a witness or whatever, failing which a judge has the power to sentence them to jail time or a 300 dollar fine. In other words, it has to be obeyed, and unless an excusable reason is submitted before hand, appearance is mandatory under law.
