Ever wonder what Production/Library Music is? Per wikipedia: "Production music (also known as stock music or library music) is the name given to recorded music that can be licensed to customers for use in film, television, radio and other media. Oftentimes, the music is produced and owned by production music libraries."
I have a love for these things, and have 500 such songs on my mp3 player; my love of them materialized while watching old productions of NFL Films, which featured music from the KPM, Bruton, Sonoton, Network Music, and DeWolfe libraries.

Pretty good source for royalty-free samples or sound effects, especially if you're wanting to get into animation/film production.
The 'Wilhelm Scream' is a very popular sound recording.
I'm friends with a guy interested in possibly starting a web-series animation, and we agreed as an electronic musician, I can do the soundtracking.
I'd definitely consult stock libraries is the plan comes to fruition.
Music production library's aren't always royalty free. I would always read the small print as each licence is individual and depends on the legally binding contracts.
I personally know a couple of people who have written for some of the biggest companies in the world for their libraries. These are usually owned by big music publishing companies who also often own big record companies or at least have major contacts in all areas of the entertainment industry.
One guy whom i grew up with has made a good living out of writing music library music and has had his music placed on a number of tv series which have been screened on a number of terrestrial and satellite channels including one of the sky channels.
The first project he worked on was one that he didn't expect to get paid much money for, but was given £10k for 2 weeks work (for him and his partner to write and engineer the project).
Being his first project, he thought that was it and he was pleased that he made so much in 2 weeks, however at the end of the year he was pleasantly surprised to get a big royalty cheque which he used to as a deposit for his house in London.
This was a good few years ago now, and i have not seen him for years. So I am unsure as to what the state of his business is now. However i do think there are opportunities out there.
Royalty free, for video games. I am not so sure. Well at least not complete compositions.
There are numerous sample libraries out there though where you can buy samples which are licenced and royalty free. This is not the same as complete compositions. not that you can not make compositions out of the samples if you know how though.
There are also probably some people out there who would write music royalty free if you look, hoping to get some exposure and get their name out there.
I don't think i personally would bother, unless your a good buddy of the game designer / company.
