No. From what I've gathered it sounds like a p2w mobile game.
It's a TCG (trading card game). *All* TCGs involve you buying the cards. Only digital TCGs actually give you free cards by letting you earn some (so that, techinically, you CAN play Hearthstone and get to the highest ranks without paying a dime; in physical ones, it's a very expensive hobby); physical ones dont of course. TCGs have been around for a long, long time (Magic in particular, that game is the biggest one and also oooooooooold; played it as a kid even, I did), but only recently have some of them been in "digital" form instead of physical form.
It's not a bad game, pretty good actually, and it's complex as hell when you get into it far enough, as all TCGs are. But the repetition is the issue really. Honestly if it werent for that I think I'd like it alot more.
That being said though, TCGs are typically NOT for those on a small budget. They're different from normal games in that they're more of a full hobby of their own rather than just a game.

I tried to play Hearthstone but... the anxiety involved in a multiplayer game got to me after like 2 matches.
It's a fun game, but I don't feel comfortable playing it.
Ah, I have this very same issue! I dont get it quite AS bad... I can resist it for a time to play online games of various sorts... but only for a short time.
But it's very, very annoying. I really wish the problem wasnt there. I like playing competitive games but I get so overly worked up over them and generally paranoid, and... well, unpleasantness in general.
I will say though that it really, REALLY helps if you can play games with friends first before trying to play with strangers.
