Depends on the context. But generally it is meant to indicate that whatever your positive qualities, because you are not bringing attention to them or your actions, others do not notice them and you don't get the recognition or rewards you may deserve.

In neurotypical eyes you need to be noticed and get attention focused upon you. In a business setting this could be speaking up at a meeting or going out of your way to inform someone of your activities and plans to get their insight/approval/etc. In a social setting it could be dressing in a certain way or affecting a type of mannerism, again to draw attention so that people notice you and don't dismiss you out of hand because you just seem like part of the background.

It means that in a crowd of people, a stranger would be more likely to notice you than a random other person in the crowd. For example when my Mom and I went to a Pow-wow, we stood out because we were the only White people there.

It could be a good thing, a neutral thing or a bad thing, depending on why they notice you and how they value the trait that makes you stand out.
