The criteria for this: They would probably have to live at least about 1/10 of a mile, or about 2 city blocks, away from him.
I the quiet of the night, you can hear those motors for at least 1/4 a mile, loud enough to keep many people awake. If you have bat ears like me, its at least 1/2 mile. That's why they make local ordinances against it.
My family lives out on a farm in Illinois. Their nearest neighbor is 1/2 a mile away, and is related by blood. Maybe they could get away with it. But how many people really live that isolated anymore?
