I don't have iCloud but my google account says my iPad hasn't "synced up" since minutes after I last saw it.

Does this mean that no one has taken it near a wifi signal?

That no ones taken it on line?

That no ones taken it near an open wifi signal?

What does it mean and can I use this to help find it?

If you haven't enabled Find My Device, you can't track it.

If you suspect it stolen, change all passwords, especially Apple ID, and notify law enforcement.
