You're not being very clear about what scenario you are describing.
Someone who gives someone tickets as a gift? An artist/performer gives someone tickets as a gift ? Some random person gives tickets to something as a gift?
Do we really need to go over the reasons people give gifts to other people ?

Birthdays, Christmas, house warmings, general generosity... do you really not understand why someone would give tickets to an event as a gift?

edit: Returning to the question in the thread title that's a little more clearly written:
Because they have that gift to offer their fan friends so they give it as a gift ???
If one of my friends became a famous musician/other performing artist I'd appreciate that they thought to give me free tickets and merch as gifts - especially if they knew I was a fan.
I'm not a performer/musician, but if I Were I'd hook my friends up with free tickets if I could and knew they liked my work and would appreciate being able to attend w/o having to buy tickets to see their friend perform.
It's quite perplexing to me how this all isn't very obvious and apparent to you.. why you're asking why ??
