You just know that some government PR program somewhere has someone rubbing their hands together in glee at how many people they can get to think "ALIENS" instead of anything else.
The revelation is that the incidents are
1. highly frequent
2. Involve synchronous sonar, radar, camera, observation/visuals etc....
3. The instruments are the most expensive sensors on the planet
4. The witnesses are highly trained individuals > average member of the public
The conclusion is the objects are real (not hoaxes/confabulations) so it only boils down to who made them?
If the US government claims they didn't make them then logic dictates nobody else has the money to create these (The idea that the Chinese and Russians or even Nazi Germany made these after WWII is laughable since why would they have never used such technology for military purposes?)
So either the US government
a. Is lying OR
b. ignorant of the capacity of the military industrial complex to manufacture machines that defy laws of known physics OR
c. dealing with ETs or IDEs
