How would things be if animal shelters set animals free to roam when they ran out of space instead of putting them to sleep?

The "outside" "natural world" would suffer dearly (esp. cats, who have not had their predatory instincts bred out of them) (there's much more, but I'd like to wake up fully, first)

There would be a much larger need to shoot stray dogs.

You would see more road-kill doggies and kitties and rabies would be more prevalent.
