Ms. Gabbard seems to be a favorite of the "There's no real difference between between the Democrats and the Republicans" crowd. This link to an NYT article should bypass the paywall. YMMV. I don't feel like copying and pasting the whole thing.

The go to pejorative for a person like that is “asset”. What that means is while there is no collaboration with a hostile foreign government that person is useful to a hostile power. It has become a useful talking point because people conflate “asset” with “agent” a person who is actively collaborating with a hostile foreign power.

Agent or not, I think her friendly stance toward Putin and Russian media proves she's untrustworthy for any government post, least of all intelligence.
