draw a rectangle using only three lines - the edge of the paper can't be used as a line

No. Lines do not make shapes; line segments do if you want to get technical.

And as such, it requires 4 line-segments to create a quadrilateral and all rectangles are quadrilaterals.

Now, if you increase the gravity and start utilizing some advanced chaos theory where lines start to bend then it might be possible to utilize two line segments from the same line to form 2 sides of a rectangle.

I think your question should read: Can you CONSTRUCT a rectangle by only DRAWING three lines?
