If its just a normal jpg file, you should be able to reduce the size with the program called paint, which comes free with every pc computer. If the image has to become smaller in length and hight, you can do so with it, but the file size will drop as well which is what you need to do. If I remember correctly, the file size also drops if you open, and resave the file over and over.. Not sure though. It is a fact that jpg files drop in quality too every time you open it.. Just to let you know.. Hope this helps.. There might be freeware available on download.com that can drop the file size easier, but if you dont want to go through the hassle, just use paint. Im pretty bad at explaining things sorry lol..
