But, I have a couple of problems.

1. I can't get a musical instrument.

2. I can't get a music making program.

Is there a free program I can download to make music?

scads of 'em. Depends on what you want to do.

if you only have a little money, go to one of the chain book stores. There's several magazines that allow you to do computer music. Sampled instruments, beats, drums, etc. Mixers, compressors, effects, etc., are usually offered on a CD.

Failing that, try going to Nonags, SourceForge, etc., for plenty of programs that will do the same things. Also, search on 'open source' and 'music', and you should get plenty of hits.

I used this program to start with.

http://jazzplusplus.sourceforge.net/

It's just a midi sequencer, so it'll play with the basic midi sounds that come with your computer... which are not great. But it works.

It took some playing around to figure out the program, but it's useable and not that complicated.

I don't play an instrument (well), and didn't know what I was doing at first. But it's oh so much fun making your own music.

I use different software now, and took some music theory classes, but I'm still making music the same way:

If you like video game music, this is a great way to make music.

Most midi will sound like video game music.

A good thing about a midi sequencer is that you can download midi files of video game music, and see exactly what the music looks like. And you can compare it to your own music, let it inspire you. See what notes they use for what affect.
