It's not uncommon for aid goods to be of disputed quality. Most of the corn given to Mexico as aid is of a GM type deemed unfit for human consumption in the US.
Governments also get upset if they percieve ther giving of aid to reflect on them. Its a sad mixed up world.

IMO they should just give it out to people and say sometihng like, "This isn't good enough, so could you be a chum and throw it out?" You know, let it be up to the people who need it to decide if they are or are not "that desperate."

Agreed, need is need. When you think your family or your life is in danger it's surprising what becomes acceptable until something better comes.
