What tests did they do to determine that she didn't qualify for special education? Was there a determination meeting? If you send them a written request, they have to determine if special ed is suitable and if not, why not. They have to give you a report with their findings. You can then either agree with their decision, appeal it, or request that a independent evaluator retest your daugher (at the school's expense).

I'm sorry I was not clear on the link. It brings you to a US map. If you click on your state, it brings you to your federally funded Parent Training Center. Each center is independent and they vary widely in how useful they are. At the very least they should be able to answer questions about your state laws. The good ones do outside fundrasing so that they can offer more services. The one in Minnesota is exceptanal and will supply to parents, free of charge, an advocate to attend school meeting with you. The schools tend to not play games when they know a trained advocate, one who will have no problems reporting them to the state, is attending.
